Mint a one time Telegram link code
POST/api/account/telegramSigned in session
Eight symbols, shown once, alive for ten minutes; the account's earlier unspent code dies with it. Sent to the bot as `/link CODE` in a private chat, it links that Telegram user to this account, and messages there are then paid for by this account through the same dispatch as a keyed request. Same origin only; five a minute per account.
